Cop fleeing sex charge can't be extradited, says prosecutor

ANAHEIM, Calif. (AP) A former policeman charged with having
sex with a 17-year-old from the department's youth program cannot
be extradited from his native England, an Orange County prosecutor
said Friday.
Jason David Rosewarne, 31, who ran the Anaheim Police Explorers
program for students 14 to 21, was charged Oct. 25 with one felony
count of oral copulation with a minor, prosecutors said.
Prosecutors learned Thursday that Rosewarne, who was born in
Britain and has dual citizenship, recently moved with his family to
the London area. Prosecutors initially said they would seek
extradition, and the judge issued a warrant for his arrest.
But since Rosewarne's alleged sex crime is not illegal in
England, extradition laws prevent his arrest and return to the
United States, Deputy District Attorney Dan Hess said Friday.
Authorities said the incident allegedly occurred after the
married father of two drove the girl home from an Explorer event
Aug. 22.
If convicted, Rosewarne faces up to three years in prison. He
was free on $10,000 bail.
